How to Verify Your Fuel Relief Token Through 9771

Policy update, September 19, 2026: the token structure for motorcycles, chingchis, and rickshaws changed after this guide was first written.

The 5-liter figure below for that category is the scheme’s original rule. It has since been replaced with a flat Rs 500 weekly discount usable on any quantity of fuel.

We’ve marked this inline. The 10-liter, 10-day rule for cars up to 800cc is unchanged.

If you’ve already registered for the Fuel Relief Scheme, the next question is simple: how do you actually turn that registration into cheaper petrol at the pump?

The answer is the 9771 token system, and once you understand the steps, the whole process takes less than a minute per fill-up.

The token is a separate step from registration

Registration and the fuel token are two different SMS actions, and mixing them up is the most common mistake people make.

You register once with a REG message to 9771, which is checked against NADRA and provincial Excise and Taxation Department records, and after that confirms, you request a token with a separate TOK message every time you need fuel.

Sending TOK before your registration is confirmed won’t work, and registration itself is a one-time process you don’t need to repeat.

The registration message format

Before you can request a token, your registration needs to go through. The format follows this structure:

REG [CNIC] [Vehicle Registration Number] [Province Code] [Registration Date]

Enter your 13-digit CNIC without dashes, your vehicle number without spaces, and your registration date as DDMMYYYY. For example, September 2, 2026 is written as 02092026.

Sending TOK to 9771 step by step

Once your registration is confirmed, getting a token is straightforward. Follow these steps in order:

  • Send TOK to 9771 from the same mobile number you used to register.
  • Wait for the reply SMS containing your token.
  • Check the token number, your vehicle number, the eligible fuel quantity, and how long the token stays valid.
  • Keep that SMS on your phone until you reach the pump.
  • Show the token to the attendant, who checks it against your vehicle before applying the discount.

You can’t request a second token while an earlier one is still valid.

You have to use it in a single transaction or let it expire before the system issues you a new one, so plan your pump visit around your token window rather than requesting tokens speculatively.

What each token actually covers

The token size and how often you can request one depends on your vehicle type.

For motorcycles, rickshaws, and other two- and three-wheelers, one token covers 5 liters and can be requested every 7 days, which adds up to Rs 500 in relief per token.

For cars up to 800cc, one token covers 10 liters every 10 days, worth Rs 1,000 in relief.

This lines up with the weekly and monthly token structure the Prime Minister confirmed in his follow-up decision, and with the removal of the old 5-liter cap per token.

Vehicle TypeToken SizeReissue IntervalRelief Per Token
Motorcycle, rickshaw, chingchiAny quantity (originally 5 liters)7 daysRs 500
Car up to 800cc10 liters10 daysRs 1,000

As of the September 19, 2026 update, the motorcycle, rickshaw, and chingchi token dropped its fixed 5-liter figure entirely.

It’s now a flat Rs 500 discount you can apply toward any amount of petrol, so you’re no longer required to buy 5 liters in one visit to use it.

The 800cc car token is unaffected and still covers a fixed 10 liters.

What the pump attendant actually checks

The attendant isn’t just eyeballing your SMS. He enters your token number and vehicle registration number into a verification device supplied to participating petrol pumps, which confirms the two match before releasing fuel at the discounted rate.

If your vehicle number doesn’t match what’s on file, or your token has already expired, the discount won’t go through, and you’ll need to request a fresh token once you’re eligible.

If your token never arrives

Technical issues with the 9771 system have been widely reported since launch, with users describing failed message delivery and repeated registration errors during peak demand.

Before assuming something is broken on your end, double-check the basics:

  • Your CNIC was entered without dashes or spaces.
  • Your vehicle number matches your registration documents exactly, with no typos.
  • Your registration date follows the DDMMYYYY format correctly.
  • The SIM you’re texting from is registered in your own name, not a family member’s or a shared connection.

If everything checks out and you still aren’t getting a token, resending the same message repeatedly usually won’t help and can add to the system’s backlog during high-traffic periods.

Wait a reasonable amount of time before trying again rather than sending several messages back to back.

Protect your information during the process

Never share your banking password, PIN, or one-time codes with anyone claiming to help you register or verify a token.

No agent can issue you a token for a fee since the system generates it automatically and ties it directly to your CNIC and registered vehicle.

Watch out for lookalike numbers close to 9771, since scammers sometimes use a similar shortcode to trick people into entering personal or financial details.

Frequently Asked Questions

What’s the difference between the REG and TOK messages?

REG registers your CNIC and vehicle with the scheme, and it’s a one-time step. TOK requests an actual fuel token once registration is confirmed, and you send it every time you need to refuel.

Can I request a new token before my current one is used?

No. The system won’t issue a new token while a previous one is still active. You have to use it or let it expire first.

What happens if my vehicle number doesn’t match at the pump?

The attendant’s verification device checks your token against your registered vehicle number. If they don’t match, the discounted fuel won’t be released, so double-check your registration details are accurate before you rely on the token.

Why didn’t I receive a token after sending TOK?

Common causes include an unconfirmed registration, a typo in your original CNIC or vehicle number, or high system traffic. Verify your registration details first, then try again after some time rather than resending repeatedly.

Is there a fee for sending REG or TOK messages?

Standard SMS charges may apply per message, though the government has moved to make the registration message free for eligible applicants. Check current charges with your mobile carrier if you’re unsure.
