Petrol prices in Pakistan have seen a sharp hike over the last couple of days. If you ride a motorcycle, rickshaw, or small car, you feel it every time you visit the pump.
The PM Fuel Relief Scheme 2026 is the government’s direct answer to that pain.
What is the PM Fuel Relief Program 2026?
The PM Fuel Relief Fund, also called the PM Special Relief Scheme or PM Petrol Relief Scheme, gives eligible motorcycle, rickshaw, Qingqi, and small-car owners a flat, or fixed, Rs. 100 discount on every litre of petrol, up to a fixed monthly quota.
Prime Minister Shehbaz Sharif launched the scheme on Sunday, September 13, 2026.
The scheme incorporates the Fuel Pass System, or FPS, running through the Ministry of Information Technology and Telecommunication.
It checks your CNIC against NADRA records, your SIM against telecom data, and your vehicle against provincial Excise and Taxation records, all through one SMS.
It checks your CNIC against NADRA records, your SIM against telecom data, and your vehicle against provincial Excise and Taxation records, all through one SMS.
Federal Minister for Petroleum Ali Pervaiz Malik, Information Minister Attaullah Tarar, and IT Minister Shaza Fatima Khawaja jointly explained the mechanics at a press briefing on September 14, 2026, a day after the announcement.
Minister of State for Petroleum Dr. Musadik Malik has since described the scheme’s real-world impact through examples such as food delivery riders, a woman running a Qingqi rickshaw to support her family, and a factory worker whose 800cc car also doubles as the school run for his kids.
Who Is Eligible for the Fuel Relief Scheme?
Eligibility depends on your vehicle category, its registration date, and how you use it. There is no income test and no BISP requirement attached to this scheme.
It is the vehicle, not your household income, that decides whether you qualify.
Eligible vehicle categories:
- Motorcycles
- Rickshaws
- Qingqi and Chingchi rickshaws
- Other registered two-wheelers and three-wheelers
- Cars with an engine capacity of up to 800cc, including common models like the Suzuki Mehran, Alto, and Bolan
Eligibility Criteria for Motorcycle, Rickshaw, and Qingqi Eligibility Under PM Fuel Relief
You can register a motorcycle, rickshaw, or Qingqi even if it isn’t in your own name.
This flexibility exists because a lot of riders use a father’s, brother’s, or borrowed bike for daily commuting and work.
Car Eligibility Criteria for the Govt Fuel Relief (The 800cc Rule)
For cars, only the person listed as the registered owner in the vehicle’s registration book can apply.
Similarly, vehicle under the engine capacity of 800cc at maximum are eligible for this offer only. Thus, a 1000cc or 1300cc car never qualifies, regardless of price or fuel economy.
The engine capacity printed on your registration document is the only number that matters.
Vehicle Registration Date and Age Rules for PM Fuel Relief
Your vehicle needs a registration date on or after January 1, 2006, whether it is a bike, a rickshaw, or a small car.
A vehicle registered before January 1, 2006 won’t clear the automated verification, no matter its category or condition.
Initially though, the vehicle age requirements varied between two/three wheelers and four wheelers as January 1, 2011 vs January 1, 2006 respectively.
Later on, however, the age was determined as less than 20 years whatsoever the vehicle category.
One Vehicle, One User: PM Fuel Relief Usage Restriction
The scheme is limited to non-commercial, personal use. Each eligible user or owner can claim relief for only one vehicle, so registering multiple bikes or cars under the same CNIC won’t multiply your benefit.
How Much Petrol Relief Does the PM Fuel Relief Scheme Give?
The subsidy works as a flat Rs. 100 discount per litre, capped by your monthly quota.
- Motorcycles, rickshaws, and Qingqi: up to 20 litres a month, worth Rs. 2,000 in total monthly relief
- Cars up to 800cc: up to 30 litres a month, worth Rs. 3,000 in total monthly relief
This is a per-litre discount, not a cash payment into your account.
With petrol priced around Rs. 391 per litre as of mid-September 2026, your subsidised rate within the quota drops to roughly Rs. 291.
The Rs. 100 saving stays fixed even when OGRA revises the base petrol price, so your out-of-pocket cost at the pump still moves with the market.
Fuel Token System Under PM Fuel Relief
The government doesn’t hand you your full monthly quota in one go. It breaks the quota down into tokens, each with its own litre limit and validity window, so the relief spreads evenly across the month instead of running out in one big fill-up.
- Motorcycles, rickshaws, and three-wheelers: one token covers 5 litres, worth Rs. 500, valid for 7 days
- Cars up to 800cc: one token covers 10 litres, worth Rs. 1,000, valid for 10 days
You can request a fresh token once your current one is used or expires, roughly once a week for two and three-wheelers, and once every 10 days for small cars.
How to Redeem PM Fuel Relief at the Petrol Pump
Visit any participating petrol pump and show your token to the attendant. He keys your vehicle number and token code into a verification app, and once it confirms the match, he applies the Rs. 100 per litre discount right there at the counter.
You’ll get a confirmation SMS once the transaction goes through.
One detail is worth remembering here for for the eligible four-wheel users. The registered owner has to be physically present at the petrol pump to use the token. For motorcycles, rickshaws, and Qingqi, that rule doesn’t apply, so a family member or employee can take the vehicle in and redeem the token on your behalf.
Under the new arrangement, payments to petrol pumps for the subsidised fuel they dispense are meant to be settled within 24 hours through the State Bank of Pakistan, so dealers aren’t left carrying the cost.
PM Fuel Relief Scheme Rollout Timeline and Current Status
Registration for the scheme opened nationwide on September 13, 2026, the same day PM Shehbaz Sharif made the announcement.
Nevertheless. actual fuel availability followed a phased rollout:
- Islamabad: subsidised petrol went live from September 15, 2026
- Rest of Pakistan, including AJK and Gilgit-Baltistan: the scheme went fully live nationwide at 11:59 PM on September 16, 2026
As of September 18, 2026, more than one million people had successfully registered, and over 800,000 fuel tokens had already been generated across the country, according to the Ministry of IT and Telecommunication.
Punjab and Islamabad are currently leading in token redemption. The ministry says a 24-hour control room is tracking the rollout in real time.
The first days of the rollout weren’t entirely smooth. Some petrol pumps reported early hurdles getting the verification devices running properly.
In response, PM Shehbaz Sharif has ordered the setting up of facilitation desks at petrol stations, staffed by administration officials, volunteers, and Prime Minister’s Youth Programme participants, to help ordinary citizens complete registration and sort out token issues on the spot.
Common PM Fuel Relief Registration Mistakes to Avoid
Users may sometimes face registration attempts fail. That might occur due the small formatting slips during the application process.
So, double-check for these before you hit send.
